Bivid Telecom participates in AOTCat institutional meeting to strengthen local operators

Barcelona, February 2026. BIVID Telecom actively participated in the institutional meeting of AOTCat (Associació d'Operadors de Telecomunicacions de Catalunya) held last month in Barcelona. The meeting brought together the main Catalan operators to jointly address the sector's challenges and strengthen the presence of local operators against large groups.

What is AOTCat?

AOTCat is the association that brings together independent telecommunications operators based in Catalunya. Its mission is to defend the common interests of the local sector, coordinate deployment initiatives, manage relationships with public administration, and promote the quality and transparency of services. The association acts as an interlocutor with the Generalitat de Catalunya, local councils, and state regulators on territory-specific issues.

The key points of the meeting

The institutional session covered three main blocks:

  • Rural fiber deployment: local operators have coordinated positions on the distribution of state aid from the Rural Connectivity Plan and have requested criteria more adapted to the reality of Catalunya, especially in inland counties with dispersed populations.
  • Infrastructure access: conditions for access to shared conduits, poles, and civil works have been reviewed, a key aspect for small operators to compete without replicating investments from incumbents.
  • Quality and customer service: members have signed a commitment to maintain human in-person and telephone support as a differentiating element against large groups, which increasingly redirect to digital channels without operator assistance.

BIVID, Lleida's voice in the Catalan sector

The participation of BIVID Telecom in AOTCat brings the specific perspective of Lleida and inland Catalunya, where connectivity presents different challenges than the Barcelona metropolitan area. The operator has conveyed to the meeting the need to focus on small municipalities and rural areas that large groups consider unprofitable.

"In Catalunya there are dozens of local operators doing extraordinary work in their counties. If we coordinate, we can offer better service than large groups in most of the territory. AOTCat is the tool to make it possible," BIVID Telecom points out.

The value of the Catalan local operator

Catalan operators that are part of AOTCat share several distinctive characteristics: customer service teams that speak Catalan, physical offices with staff during business hours, contracts without commitment, price transparency, and specialization in the technical and administrative particularities of the territory. Compared to the mass model of large groups, local operators build relationships of trust with customers whom they often know personally.

This model fits especially well in territories like Lleida, Terres de l'Ebre, Cerdanya, or Pyrenees, where large operators offer more standardized attention and less adapted to local needs.

Next steps

AOTCat has scheduled new working sessions for the coming months, focused on coordinating fiber deployment in municipalities with fewer than 5,000 inhabitants and on drafting a sector manifesto aimed at the Generalitat. BIVID Telecom will maintain its active participation.
